Stromberg Throttle Bypass - one or two?

The tired CD-175's I got in the boxes of parts that are supposed to comprise a '69 Elan+2 Federal have some missing bits.
One has a throttle bypass on it next to the temperature compensator, and the other has nothing there at all. Do both carbs get this assembly, or is there some kind of blocking plate that covers the area on one? If I need a second assembly, is it the same as the CD-175-2? (I see a really cheap one on ebay)

Update: I see the parts manual does say 2 are needed for the federals, so I need one. I'm hoping the CD-175-2 assembly will fit , as I just bought the carb for parts on eBay including shipping for less than Dave Bean wants for that assembly alone.
