S1 fuel filler tube???

Wondering if someone could tell me the purpose of the tube that runs inside the filler neck on an S1 Elan. I don't have one on my basket case car and have only seen pictures. Was planning on making one from various brit parts I have lying around but can't quite fathom its purpose!

Im pretty sure its just an airlock release tube, I dont have one on my S1 either but maybe thats because I made mine up out of bits too, Mine works fine without it so go ahead

I was wondering if it vents to the outside or to a tube that leads outside or if it was not a tube at all!! Could be something to reduce static electricity!! Could be-----???
