earthing fuel tank and fuel filler

Hi folks
Started rewiring the +2. What is the general opinion regarding fitting a earth for the fuel tank and the fuel filler? The fuel gauge return may not ground the tank reliably with the large rubber washer used for sealing and tanks has been repainted.

Bob, I would have thought that dangers arise when refilling vehicle at which point it would be undesirable that the fuel tank and dispenser nozzle could ever be at a potential difference. Having electrical continuity betweeen the filler housing and the tank would then be a good way of ensuring the potential never arises as one inserts dispenser nozzle into filler housing. For fuel applications, it is normal good practice to make the hose conductive to static. Not sure if the standard rubber filler hose has any conductive properties.
