I have been informed by someone on my Scimitar forum that the miscreant belongs to the Federation of Engine Re-manufacturers (FER). They provide a complaints and arbitration service and I have downloaded the necessary forms. I have e-mailed him to say I would forward the completed forms together with the photographic and written evidence in no less than a week from today and that there is an obvious way to stop me doing that. I was nervous for some reason and reluctant to send the mail to start with, with my finger hovering over the send button for ages What a wimp Anyway it's done and we'll see what, if anything, happens.

Pay a fee and you can put a pretty image on your letterhead etc. Otherwise meaningless as far as I can see.
