Odd twin cam rope seal sump

Going through the garage to start clear out of surplus items I have this oddly modified rope seal sump, any ideas of why it has this mod. One theory we had was it for cold regions with some sort of engine heating.

I recall a friend who emigrated to Canada told me everyone had a heated sump in their car and plugged it into a power point every winter night. But that tube doesn't seem to emerge from the sump in any manner. I can't see how it would help the baffle either, which itself has been crudely cut away.

The tubes do look like they go through the front of the sump but look like they have been subsequently welded up.

The sump comes from a 1500 pre crossflow engine that has been converted for use in a marine application and the pipes are part of the cooling system. There were a number of companies that modified the pre crossflow and crossflow engines for use in boats in the 60s and 70s . A company called Watermoto called their 1500cc unit the
“ Sea Tiger “ and the 997cc unit the “ Sea Wolf “
I was fortunate to find that the last marine engine that l purchased was based on a Lotus 681F “ L “ Block.

Excellent answer for your starter for 10 points and for your bonus points identify this sump (as the recently departed Bamber Gascoigne would have said). Quite crudely baffled and with 2 drain plugs.

Why? It's easy to lean a boat a bit to help the drainage. I suspect some instrument like a temperature gauge might have been fitted.
