Instrument gasket seal

The inside of the bezel for the speedometer and the tachometer both have what appears to be a scalloped cork gasket. Is that right? They are rock hard. Should they be replaced? How would I remove them?
Also, the tack has one gasket with a square cross-section under the glass while the speedometer has the same plus a cut O-ring bead around the glass, both in a removable rim. Is that correct?
The tachometer had white powder under the glass which seems to be from the paint which reflects the instrument lights. Do I need to touch that up or is it best left alone? Also, the speedometer has a blue-not-white section at the top?
