Sprint heater fan switch positions

Hi all,
More silly questions for your brains ?
The heater switch has three positions - off, 1 and 2. On my car the first click does not do anything. The second click turns the heater on. Any ideas on this. I'm thinking it should be two speed (1st and 2nd position).
Could it be something as simple as the switch or a wire fallen off - or would it not work at all in this case?

Not sure what affect a failure of the resistor in the heater box itself would have on the operation of fan/switch. If it is that it?s a big job. If your car is in the Middle East do you need a heater?

Ha? not sure. I've only just noticed that I have a one speed heater fan!
Unfortunately, I am in the Middle East but the car is in the UK ( I get to visit occasionally and find something that doesn't work) ? Its a rather depressing 45 degrees today!
