Unidentified f****ing objects

Hello folks
whilst rooting through all my bits, which were once a car, ive found the washers shown in the photo:
20170727_161018.jpg and

The dark washer in the photo has a very rough textured surface, like coarse emery. Its outer diameter is 1.0 inch, inner 1/2 inch.
The smaller washers are fiberous.
I imagine that the rough ones are used to perform some kind of locking function, but i dont know where.

Pretty sure the emery cloth one sits behind the vacuum switch

The emery type washers are fitted to the door lock barrel inside the door under the nut on my '68 S4. Can't help with the fibrous washers.

On my +2 some emery washers were fitted on the bolts fixing the rear chassi cross brace. Part no 036 B 0685 shown in the parts book?

heres the rub,its an Elan Sprint. I should learn from this, always specify the car model youre talking about!

Just another data-point; the only place I've found them in my '70 federal Plus 2 is between the ignition switch and dashboard. I haven't been in the aforementioned are of the doors though.

If as has been advised, the friction washers are used to anchor the choke, vac headlamp switch, heater pull, etc, where exactly are they fitted. I've put one at the back of the choke pull...see photo...is this correct?
