wiring to starter solenoid

Due to various personal commitments, after a long delay I'm finally getting onto my rebuild and have come across a query. (1971 plus 2/130s)
Into my solenoid I have a white and red wire which pushes onto one side, and with it coming from the loom under the carbs, is a ring connector with 2 small earths which I am sure was fixed to the bracket which secures the solenoid starter (later version) to the bulkhead.
Both fixing bolts locate onto the fibreglass secured by nylocs from the inside. What I don't understand is why the earths go here?? There is no chassis or frame work supporting these fixings behind the dash so I'm worried that the earth will not work. Are these 2 wires in loop or should the fixing have a trailing earth from the bolt to an earth behind the dash.
