Starter motor issue

Hi,
I am currently rebuilding my +2 130/5 and I am ready to start the engine, which is a 1700 tall block. Upon attempting to start, with a new battery the starter turns the engine slowly for a couple of seconds then slows to a stop. I have jumped the battery to the starter side of the solenoid, with the earth directly to the engine, thus eliminating any possible earth problems. The starter is a new inertia type with a 9 tooth pinion.
Has anyone overcome a similar problem?
