Speedo not accurate

Upon driving the car to its post refurb. MOT, I notice the speedo is erratic.
It's a new cable and I've checked its free running, also that the square drive and take-off from the gearbox is ok.
It works, - but reads slow, then fast, then seems to seize/ bind up, at about 30 - 50 MPH.
However, Once the car is parked, it falls back to zero.
I checked the original ( or what I believe to be the original) - route for the speedo
Cable, out of the bulkhead via a rubber grommet, but it then has to take a couple of really tight bends to either go under, around the front, or clear the back of, the cold air box?
Q: what is the correct route ?,
Q: has this always been a problem issue on the Elan?
Q: Is there any other remedy ?
Q: is the route of the cable binding the inner cable causing the problems?
