I have just fitted a new engine bay cable assembly from Paul Matty and as far as I can tell it doesn't seem to include any wires for the fan and otter switch. Is this normally the case and you add your own wiring?

Yes this is normally the case.

Or at least mine didn't have any wires.

I've added relays and additional fuses for fan and horns.

There is plenty of literature in the forums regards how to wire up said items.

doesn't seem to include any radiator fan wiring; so there's no help there either.

My Rad fan plus my fuel gauge have both stopped working, so I have to puzzle out my own car's wiring for this too.
