It probably was either or when wired up. Town or Country ?
Personally I have both a buzzer and an air horn but both just wired in parallel.
I find the the buzzer beeps first & then the air horn comes in after a short delay, so if I just bip the horn button I get an in-town beep If I hold it down longer I get an air horn blaast for the trucks on the motorway.
If you want a change over switch it is possibly best to do it on the low current side to avoid bringing heavy wires back to the dash; this would require a relay for each horn.
Put the change over switch in the wire from the horn push to pin 85 in my diagram above and just make a duplicate of the circuit above for the other horn.
