I managed to acquire a 12v 6RA 3 terminal relay 2nd hand from the UK, the number stamped on the case is 33232H.
Wired it in per the manual = no flashing...
Wired it per Alex Black's suggestion (flasher in headlight power circuit, not the headlight flasher relay ground circuit), flashes great!
I have updated my headlight flasher circuit thread with the corrected wiring circuit - http://www.lotuselan.net/forums/lotus-electrical-f38/late-federal-fail-safe-headlight-wiring-t30133.html

OK here's my final headlight flasher relay post (I hope...) For posterity, let me document everything:
Here's how the components look on the LHS inner fender under the bonnet / hood sliding hinge:
I also have a vacuum solenoid to raise/lower the headlights.
And here are the headlights in Operation - http://www.lionheartsolutions.com/Lotus/HeadLightFlashersInOperationSmall.wmv
For those of you unable to find a replacement 3 terminal 6RA Lucas relay you can substitute a 4 terminal 6RA (such as the commonly available SRB111) & bridge terminals C2 & W2 like this:
Here's me testing it in the car:
I'll add this to the wiki when we can contribute material.
