I think it goes somewhere along the attachment of the steering column from memory......

As said, it attaches the s/column to the bulkhead inside the car.

Scott,
I think this is described as “steering column intermediate support bracket”. There are two metal parts, the bit you show, and another ‘U’ shaped part that attaches to the part you show via the two holes in one face. The single hole at the approximately pointed end fastens to the firewall from the inside of the vehicle. There should be a felt liner to the assembly so that you have a gentle grip on the column.
