Boot security

Hi all, I don't know if my boot release cable is rigged incorrectly, but gaining access to my boot can be done by just reaching into the wheel arch and pulling the cable. Hardly the most secure system! Is this the normal configuration?

The boot cable under the wheelarch shoud be attached to inner wheelarch by a "P" clip
