The OP is trying to be fair, he will take a risk buying the car, so needs to make his own judgement on value and has asked for help. If you add up the time at commercial rates to restore an Elan plus parts it will not make sense to restore one. Most of us do the majority of the work ourselves, but it can still cost a lot to put a basket case back on the road. If complete it might be worth 10K, wrecks go for silly money on auction sites, but it is buyer beware and the OP needs to find out as much about the car as possible to justify anything other than the minimum he thinks it is worth. More pictures and information will help provide an estimate of value.

Some posters here are assuming the gender of the "elderly owner". Further, that 'he'(?) would be informed as to the car's real value?
That may have become apparent in PMs or private correspondence, but gender is not mentioned here by the OP. Some may think it important, others of course won't care.
Perhaps why the car is being advertised here?
You are probably correct though. Anyone buying a car from someone who does not have the title to that car (unless they're a trader?) should tread pretty carefully.
