How to obtain a letter of emission compliance for 1969 elan

I?m currently in the process of obtaining a title for my 1969 /1970 elan S4 in California. The car was imported from Canada on a bill of sale to New Jersey (where I rebuilt it) and then it was shipped to California before starting the process to obtain a title. DMV have issue plates but have requested a ?Compliance letter indicating if the vehicle complied with all applicable US and / or California Emmision Standards?
I called the DMV technical compliance section and they indicated that because the car has 70,000 miles it only has to comply with US standards for the year rather than both US and California. My question is has anybody approached Lotus cars for such a letter before and if so do you have a recommendation of an address, department, person or phone number to contact.

There should be a plate under the hood stating ?this car complies with...? otherwise contact Andy Graham (factory archivist) & i?m Sure he can provide a letter on Lotus letterhead.

It may take a visit to a Compliance Referee, where you have to prove the vehicle is equipped with all its emissions equipment. Any smog station should be able to provide you with the location of your closest referee.

I was able to obtain an EPA emissions Certificates of Conformity for 2004 Lotus Elise via web search https://iaspub.epa.gov. However web documents are 2003 & later. No clue how far EPA documents go off-line but if all else fails might be worth a call.

Thanks for all of the suggestions. I?m going to start by contacting Andy Graham and then go from there. Hopefully I?ll be able to post an update in a month or so with a positive outcome from the DMV.

Your car should have plates on it that a smog referee can inspect and certify for the DMV.

In the engine compartment and on the drivers door jamb.
