Paint Job

Hi, I have finally finished removing all the paint from my '69 S4 elan. Well
all that is except from inside the engine bay and boot area. The paint here
is almost rubberised, and due to the uneven finish very hard to remove. My
question is, does anyone have any ideas how to remove this, or any idea what
will cover it?
Also now that the shell, (which is off and completely striped, new wiring to
go back in) what should I use in the way of a primer\top coat combination. I
am based in Norway, but due to cost, tend to purchase most stuff in the UK.
I shall be having the top coat applied for me, but imagined I could apply
the 2 or 3 primer coats myself, good idea or not?
