Headlamp pods

I have just removed the headlamp pods from our S3 and have some
questions.......
1. The holes which the spring, and vacuum rod, fix to are
elongated. Is this because it gives you some adjustment so the pod
is in the correct position when down, or did someone drill it in the
wrong place?
2. Each pod had a switch which presumably inhibits the power to the
headlight. Only the right hand one (UK car) is wired up. Is this
correct? Why is there an unused switch on the other side?
3. There is nothing at the pivot bolts between the headlamp pod and
body. It's just paint, grinding on paint. Is it a good idea to fit
a thin neoprene/nylon washer here?
